By-Law 88: Fire Hydrant

A By-Law to Regulate the Use of Municipally Owned and Privately Owned Fire Hydrants

On November 21, 2007, the Windsor Utilities Commission passed a By-Law to Regulate the Use of Municipally Owned and Privately Owned Fire Hydrants.

This By-Law shall come into force and take effect on June 1, 2008.

The Windsor Utilities Commission controls, manages, and maintains the water works distribution system in the City of Windsor and the Commission has enacted this By-Law to govern the use of municipally owned and privately owned fire hydrants in the City of Windsor.

The purpose of the by-law is to

  • prevent contamination to the water system
  • limit access to hydrants to authorized persons only
  • ensure annual maintenance to private hydrants

Update - May 28 2008

The O.W.O.T.C is offering a Contractor Certificate Course on "Operation and Maintenance of Fire Hydrants." WUC strongly encourages every contractor proposing to perform work on private hydrants to take this "Hands-On" certificate course.

Please note that "Qualified Inspectors" are required to provide proof of certification / licensing upon application for the Hydrant Inspection Permit, and provide their certification number on the Hydrant Inspection Form. Presenting proof of successful completion of this course will satisfy the licensing/qualification requirements set forth in By-Law 88.
